CPU Can't win- Bug Fix

Fixed a bug where the CPU was not able to win

Also fixed a bug where you could close the "Set your fleet" window and enter the game without a fleet

Lastly, you now have the option to properly save your game progress and resume your game (Only 1 game can be saved at a time)
